In coal-consuming industries, delay is rarely caused by one isolated failure. A coal procurement plan may be technically in place, a delivery order may be available, and transport may also have been arranged, yet the plant can still face shortage pressure if dispatch timing, railway coordination, unloading capacity, yard availability, quality documentation and stock records are not moving together.

This is why coal logistics and fuel management should be reviewed as one operating chain. The practical question is not only whether coal was purchased. The better question is whether the planned coal could be dispatched at the right time, moved through the available rail or road route, placed for unloading, handled by the Coal Handling Plant, recorded correctly and converted into usable fuel for plant operations.

Many leadership reviews stop too early. They ask whether supply was available or whether the transporter performed. That may identify one part of the picture, but it can miss the handoff where the real loss of time occurred. A rake can arrive but wait for placement. A vehicle fleet can report but face slow unloading. Stock can appear adequate in a statement but remain difficult to use because quality, location or reconciliation is unclear.

A useful coal movement review should therefore begin with the dates, quantities and interfaces: plan versus actual dispatch, rake or vehicle movement, siding readiness, unloading time, conveyor or tippler availability, weighbridge records, sampling records, stock position and consumption requirement. The aim is to compare the operating sequence, not to read each department's report separately.

For a plant head, fuel head or commercial team, the value of this approach is decision clarity. It shows whether the next correction belongs in procurement planning, railway siding coordination, transporter control, CHP availability, documentation discipline, contractor supervision or stock reconciliation.

SKT Advisory's position is that coal delays become manageable only when leadership can see the full route from plan to plant use. Without that view, teams often treat the visible symptom as the cause and spend time correcting the wrong part of the chain.
