What a Thermal Power Fuel Management Review Should Check

A thermal power fuel management review should not begin with a generic checklist. It should begin with the operating question the plant is trying to answer: fuel availability, landed cost pressure, coal quality variation, rake delay, unloading capacity, stock mismatch, CHP reliability, contract performance or project readiness.

Once the question is clear, the review should trace the chain from fuel planning to plant consumption. This includes coal procurement assumptions, linkage or e-auction context where relevant, dispatch planning, rake or road movement, railway siding coordination, unloading performance, CHP handling, quality reports, stock position and consumption records.

The important discipline is to compare records across the same period. Procurement, logistics, operations, stores, quality and finance may each hold a correct partial record, but leadership needs one operating picture. If the records do not align, the review should identify whether the problem is timing, process, physical stock, quality, documentation or accountability.

A serious review should also look at the decision rhythm. Are exceptions being escalated early? Are rake delays separated from unloading delays? Are CHP stoppages connected to fuel availability discussions? Are quality and stock mismatches reviewed before they affect planning?

The output should not be a large report that only describes known problems. It should identify the control points: what should be corrected immediately, what should be measured routinely, what needs contractor or vendor action, and what requires leadership-level coordination.

For a thermal power plant, fuel management is not only a commercial subject. It is a practical operating system connecting coal sourcing, coal logistics, plant handling, quality, records and generation continuity.
